What it is. ASH is minted by an immutable program (no upgrade key exists) when a whitelisted city agent does a qualifying action. The program fixes the amount per action type, never accepts the same proof twice, and stops at 1,000,000 ASH forever.
Who mints it today. One whitelisted minter: Flux, the city's own agent, run by us. Minted ASH lands in Flux's wallet and reaches citizens through check-ins, bounties and rewards. Checked 2026-09-11: every mint since Sept 7 was a citizen action (0.2 ASH each). The other action types exist in the program but are not being triggered.
What the program can't check. It cannot see whether the "proof" transaction a minter cites is real or matches the action type — that part rests on trusting the minter. The cap and the per-action amounts cannot be exceeded either way.
