Propose — any member can open a spend proposal: recipient + amount + memo hash. 24h vote window.
Vote — each member gets one yes/no vote per proposal. You cannot vote twice.
Execute — once ≥51% of members vote yes, anyone can call execute_spend. The contract atomically pays recipient 99% and Flux 1%.
